I think the answer is 4.
In fact, if you draw a rectangle and lengthen the lines, these will not intersect at more than 2 vertices.
On the other hand, if you draw a pentagon, the lines making the pentagon will intersect at more than 2 vertices (4 each, I believe) - See the attached image.

Point where minimum two lines intersect is called a vertex.
So Maximum of 3 lines can intersect at two vertices.
So Maximum of 3 lines can intersect at two vertices.
