Designed to accommodate only 20 million tons of trash,
the mayor proposed that the landfill,
overflowing with more than 35 million tons of trash,
be expanded.
Corrected:
The mayor proposed that the landfill,
which was designed to accommodate only
20 million tons of trash but is now overflowing
with more than 35 million tons, be expanded.
Is it necessary to have 'which was' after landfill?
Please help!

The simple answer is yes.
The original sentence has what is called a misplaced modifier.
A rule of GMAT (& grammer) is that a noun modifier should always touch the noun.
So, in the original sentence, the noun modifier "Designed to accomodate only 20 million tons of trash" wrongly modifies the noun "the mayor" thereby meaning to say that the mayor was designed to accomodate only 20 million tons of trash - which is obviously illogical (unless of course the mayor was a ginormous version of Wall-E).
The noun modifier begininng with "Which" modifies the word that it touches. i.e In this case "landill" and hence makes the sentence correct.

I am trying to understand if it is possible to say:
The mayor proposed that the landfill,
designed to accommodate only
20 million tons of trash but is now overflowing
with more than 35 million tons, be expanded.
