Demanding + be is correct.
A,C, E eliminated
D has "festival take" -correct SV in subjunctive
Key concept: While dealing with Subjunctive + SV , always drop -s

Topic: Subjunctive mood
"demand"+ that..
We need to follow the basic rules.
1)Should is not used in the subjective (Reason demand and should are redundant)
2)The following be-forms are not used am, is,& are. We need to use e instead of any of them.
By applying the above rules we can eliminate all the options except B,D.
In subjective we must use plural form ... Hence festival take place is correct.

I think the question needs to be modified :
The ban on a bull-fighting festival in Tamil Nadu, a South Indian state, hurt
Ban (Subject) .... hurt(verb) there is an SV agreement error.
Correct me if I'm wrong.
