Ans : E

Easy question.
It's true that either/neither is singular, there for answer is A.

One should know that, however, if either/neither is followed by a or/nor it is important that the subject agrees to the last noun. Ex:

Wrong: Neither me nor my friends is going to the party
Correct: Neither me nor my friends are going to the party.
See the difference?

Neither of X is always singular and requires a singular verb.
Only answer choice A has a singular verb 'has'.
Answer A.

This question is not following GMAT standards. Underlined portion and option A are always the same in GMAT SC. Underlined portion and option A are different in this question.

Looks like Options A and B are swapped.

Based on the above options it's B since funds is plural which can be liked with very Have.

Correct me if I am wrong.
