Y and Z need to be in parallel. Hence "emptied ...bins" dictates that the correct choice needs to start with a verb. Eliminate A, B,C. D is just too awkward.

E is the answer

E! The idiom "led to think" is correct. A, B, & D use wrong idioms and C is just awkward.

List word marker 'and' so the parts of speech before and after and must be same, so that we have emptied and led. This rules out A, B, and C. Between D and E - E preserves the structure of the infinitive to + base verb.
