I scored 650 in GMAT and under grad GPA of 3.16. Do I need to retake the gmat to get accepted by Scheller or Isenberg schools?

Need is a strong word - especially without knowing the rest of your profile. For Scheller specifically, 650 is within the middle 80% range although on the lower side for the most recent intake - similar with GPA. I believe you certainly can get in with those stats, but if you feel you could get an improved score with a month of studying, I feel that could only help your application.
