This question is relatively straightforward. So, we can get it correct and put some points on the board as long as we understand how the scatterplot works and make sure that we use the right information, in other words, the right point(s) on the graph, to answer each question.
The percent of the 65 education systems for which the value of M exceeds the value of R is between __________ percent.
Each point on the scatterplot is associated with two values, an M value and an R value. Since the line shows where the values are equal, any point to the left of the line has a higher R value than M value and any point to the right of the line has a higher M value than R value.
We know from the passage that there are 65 points in total. So, to find the percentage of education systems for which the value of M exceeds the value of R, we can simply count the points to the right of the line and divide the number we arrive at by 65.
Counting the points, we find that, even if we count points that are touching the line, we get a maximum of 26 points to the right of the line.
26/65 = .4 or 40 percent.
40 percent is between 25 and 50.

Scanning the graph for that point, we see that it lies at approximately M - 407, R - 444.
This question has so many learnings packed in it. As you watch this solution, pay close attention to the following learnings:
One does not need to read the exact values from the chart to answer the question.
One needs to visualize what Math Score > Reading Score means in relation to the chart and vice versa, what Math Score < Reading Score means.
One needs to actually count the number of points that meet the criteria that we visualize. Doing estimation will NOT work here. Again – we are not reading the exact values but we are counting the exact number of data points.
Apart from the above, it is important to stay completely focused while solving these questions since a slight distraction may lead to you marking the wrong answer despite doing all the hard work.

Part 2 is asking for where the point is on R [y axis], not where on M [x axis]. 400-420 is where the point is on M [I got this wrong too]. 440-460 is where the point is on R.
Is it possible to see a breakdown of what percentage of students chose what answer for this question? I'm hoping to see how many students fell for the trap answer on part 2 of the question.

The graph gives information on 65 education systems through 65 points on the graph. Each point shows avg Math score on x axis and avg reading score on y axis. Look at the rightmost point. It shows that this education system has avg Math score of about 612 and avg Reading score of about 570. A point lying on the line has equal Math and Reading scores.

When M > R, it means the point is further along the x axis but did not rise equally along the y axis. So these points will be below the line. A rough count shows up that they are about 27 so between 25 to 50% of 65.

When R exceeds M, it means the point has risen morw along the y axis but not as much along the x axis. So the point above the line farthest from the line is our point of interest.

It lies betweenn 440 and 460 on the y axis - the reading scale. Yes, a trap here. Many people would select 400 - 420 because we are used to reading the x axis more intuitively.

IMPORTANT to read exactly what is given and what is asked. Easier said than done under time constraints, I agree!

This is just my personal opinion, for reference We can observe that the equation of this line is r=m, that is, r-m=0 Assume (M, R) is any point in the figure Then the distance from this point to the line is |R-M|/√2 And the question asks us to find the maximum value of R-M, which actually means that we need to find a point farthest from the line when R>M, that is, the upper left of the line
