Stat 1: X > Y...
Here X and Y can be positive or negative.
3 > 1 => 4+1 > 0
or -1 > -2 => -3 < 0. Two different answer.. Insufficient.
Stat 2 : x + y -1 >0 => x + y > 1. Sufficient..
B is correct answer..

Target question: Is x+y > 0?
Statement 1:x > y
This statement doesn't FEEL sufficient, so I'll TEST some values.
There are several values of x and y that satisfy statement 1. Here are two:
Case a: x = 1 and y = 0, in which case x + y = 1 + 0 = 1. Here, x + y > 0
Case b: x = 0 and y = -1, in which case x + y = 0 + (-1) = -1. Here, x + y < 0
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT

Statement 2: x + y -1 >0
Add 1 to both sides of the inequality to get: x + y > 1
Since we also know that 1 > 0, we can write: x + y > 1 > 0
At this point, we can see that x + y > 0
Since we can answer the target question with certainty, statement 2 is SUFFICIENT
