(1) If least common denominator is 10, then b can be 2 or 10. If b is 2, then has to be 1, but if b is 10, then a can be any integer between 1 and 9 inclusive. Hence Insufficient.
(2) If b = 2, then only integer satisfying the inequality will be a = 1. Hence sufficient.
Hence, option B.
