(1) b > 1/20000
(2) a < 1/50000

Individually both the statements are insufficient clearly, so let us combine them..
There will be no upper limit to value of b-a, but we can find the least value..
b-a>\(\frac{1}{20000}-\frac{1}{50000}.......b-a>\frac{5-2}{100000}......b-a>0.00003\)..
Thus answer will always be NO..

0<a<b => a and b are positive (we do not have to worry about the signs which can make the problem harder)
Is b-a < 0.00003 ?
(1) b > 0.00005; Not Sufficient as 'a' can take any value. e.g. If a=0.00004, then the statement is TRUE. If a=0.00001, then statement is FALSE.
(2) a < 0.00002; Not Sufficient (similar logic as above)
(1) & (2) b-a < 0.00003 is always FALSE
Thus C (Statement 1 & 2 both are sufficient, but not alone) is the answer
