(Statement1): N is not an integer.

Let’s say N is equal to  \frac{1}{4}= 0.25

—>  \sqrt{N}=\sqrt{0.25} = \frac{1}{2}= 0.5  (Yes)

Let’s say N is equal to  \frac{1}{9} .
—>  \sqrt{N}=\sqrt{(\frac{1}{9})}= \frac{1}{3} = 0.333...  (No)

Insufficient

(Statement2): N >0
Clearly insufficient

Taken together 1&2, 
—> ( \sqrt{0.25}) =  \frac{1}{5}  = 0.2 (yes)
—> \sqrt{(\frac{1}{9})}  =  \frac{1}{3} = 0.333...(No) 
Insufficient
