We need information about both x and y, so the answer must be C or E. But even using both Statements, we don't have enough information. It might be true that x = 1,000,000 and y = 10, in which case x - y > 5. But it might be true that x = 10 and y = 1,000,000, in which case x - y is very negative, so x - y < 5. So the answer is E.

statement 1: x ≥ 9
no information about y.
let x=9, y=3; x-y=6; sufficient
let x=9, y=9; x-y=0; not sufficient
statement 2: y≥4
no information about x.
let x=9, y=4; x-y=5; sufficient
let x=9, y=9; x-y=0; not sufficient
combining two statement 1 and 2, we get
x≥9, y≥4; x can be equal to 9 or more than 9, y can be 4 or more than 4. it may be possible y>x as y=10, x=9 and hence not sufficient
still we take example as below to confirm the same.
let x=10, y=4; x-y=6; sufficient
let x=10, y=10; x-y=0; not sufficient
