Statement 1: |x+9|=y
i.e. y is non-negative but the value of y can NOT be determined as it depends on value of x hence
NOT SUFFICIENT
Statement 2: y^2=9
i.e. y = ±3
NOT SUFFICIENT
Combining the two statements
y = +3 hence
SUFFICIENT
Answer: Option C
