What makes the answer E?

The only thing I think is when i combine 2 facts, I do not know fi some people purchased 2 cars. Am i right?

One major thing that the question has sneakily mentioned (as in a CR question), is to force the readers to assume that the cars purchased in Wichita is ONLY done by the population of Wichita. What if people from outside of Wichita (who are not considered in the 'population of Wichita') ended up buying a certain type of car.

IMO, this information is necessary to create the proper sub sets for the entire spectrum of buyers for these cars.

So in effect, the total number of any particular type of car in Wichita = # of cars bought by population of Wichita + # of cars bought by people from outside of Wichita

We do have information about the 1st part, while the question or the corresponding 2 statements do not provide any information about the 2nd one.

A strange reason though!
