Between C and B, I went for B on the reasoning that C, while it offers support to the argument, but it does not link with the decision of 19/20 tractors remaining good. And in that sense, B offers the most direct support for moving tractors into the production phase.

Although I agree that B is the answer, the statement could be worded better.
Statement B starts out as singular subject (a tractor), "The intensity of the testing conditions means that a tractor with 19/20..." but then changes to plural, "of its machines functioning after two weeks..."
As written, the statement suggests that a single tractor has multiple machines and we are testing those multiple machines on this one tractor. That is neither true, nor the actual intent of statement B. The intent of statement B is basically the inverse of "while 1 in 20 tractors needed significant repair." If 1 in 20 needed significant repairs, then 19 of 20 must be operating acceptably. 19 of 20 is therefore an acceptable rate of failure based on the test conditions.
