If my goal is to score a 44 in quant, then what difficulty of questions should I master? Medium difficulty with 35% population accuracy, or some other level? I want to comfortably score in the 42-46 range, and I have no need to score higher, but I certainly cannot afford to score lower than 42. How do I find my difficulty band?

In general, you should always aim for higher than your actual score for you to land close by actual score
If you aim for actual score (sorry to say) but you'll find yourself landing below the par desired score....
I would suggest to solve 500 with 95% accuracy & 600 level with 75-80% accuracy!
You can opt out certain topics which generally appear low in number i.e. prob or P&C etc
