IMO, the answer should be D.
Since the distance is given, we only need info about the circle circumference somehow.

1. Sufficient. The diameter is given, we can find out the circumference and the divide the total distance by it to find the no. of rotations.
2. Sufficient: The distance per 60 degree is given, we can apply the formula for a circumference of a sector to find the total circumference of the tyre and find the no. of rotations.

Hence, Ans should be D.

we need to find the circumference in order to solve.

stmt 1 gives us diameter, so we can find circumference - sufficient

stmt 2 - i used a proportion - 3/60 x/360 x=18. sufficient

not sure if my logic on stmt 2 is accurate, but it led me to choose answer choice D.
