The question asks for the smallest positive integer that divides both 90 and 135.
That is, the question is asking for the smallest possible common factor of 90 and 135.

The smallest positive integer that is a factor of any 2 integers is always 1.

If this does not strike at first, start with the smallest answer choice which is 1.
1 divides both 90 and 135. Hence Answer is E

The factors of 90 are: 1, 2, 3, 5, 6, 9, 10, 15, 18, 30, 45, 90
The factors of 135 are: 1, 3 , 5, 9, 15, 27, 45, 135

Check the lowest Integer is 1

Thus, answer will be (E) 1
