We're given the average population of 6 suburbs, however we don't know if the metropolitan area has only 6 suburbs. Hence, the information is not sufficient.
We can eliminate A and D.
Statement 2
(2) The ratio of the population of the central city to the combined population of all the suburbs in the metropolitan area is 1 to 3
As the ratio of the ratio of the population of the central city to the combined population of all the suburbs in the metropolitan area is given we can calculate the combined population of all the suburbs.
Population of metropolitan area = population of the central city + combined population of all the suburbs
Hence, this statement is sufficient.

Hi, why is the answer for this not D? While solving the question I understood that the metropolitan area has 6 suburbs as per the 1st prompt. Doesn't "the average population of 6 suburbs in the metropolitan area" imply this?
