10x + y is the number
(1) says x + y = 4 many possibilities including x=4 and y=0
not sufficient
(2) says x-y = 4 many possibilities including x = 4 and y= 0
not sufficient
combining only x=4 and y=0 is the unique solution and hence C

What is the value of the positive, two-digit number x?
(1) The sum of its digits is 4.
If a and b are the two digits, knowing a+b = 4 we may have many options, and cannot clearly give a two digit number,x.
Hence, insufficient.
(2) The difference of its digits is 4.
If a and b are the two digits, knowing a-b = 4 we may have many options, and cannot clearly give a two digit number,x.
Hence, insufficient.
But combining the statements, we can clearly give the values of a(4) and b(0).(Option C)
