Statement 1 leaves us with 4 answers, which are 13, 22, 31, 40. Insufficient.

Statement 2 leaves us with 11 answers, which are 15, 26, 37, 40, 48, 51, 59, 62, 73, 84, 95. Insufficient.

Combine both statement, we get only 40 as the answer. Sufficient.

Option C is correct.

Let X=ab

1) a+b=4
Can be 4+0 or 2+2
Not sufficient.

2) a-b=4
Can be 8-4 , 6-2, 4-0
Not sufficient.

Combining, we get a=4 and b=0 so C is sufficient.
