(1) The sum of its digits is 4
(2) The difference of its digits is 4

Let X=ab

1) a+b=4
Can be 4+0 or 2+2
Not sufficient.

2) a-b=4
Can be 8-4 , 6-2, 4-0
Not sufficient.

Combining, we get a=4 and b=0 so C is sufficient.
