This is a poor quality question.

On the GMAT, two data sufficiency statements always provide TRUE information and these statements never contradict each other.

What do you mean by TRUE information.
I agree that the answer can not be C in this case since values of x are mutually exclusive in 2 statements.

You cannot have statements contradicting each other. This is a flawed question.
