Just my two cents, but I would definitely submit a photo. Everything on the application is an opportunity for them to asses how serious the applicant is, and an opportunity for the applicant to go above and beyond. I think they will notice who submits a photo, who submits a photo with professional attire, who submits a photo that was professionally taken, etc... I agree with the person who mentioned the smile -- when you are looking at a bunch of photos -- the eyes and the smile are what stand out.
Again, this is just my opinion...
