This is insufficient, since we don't know the average of the first three tests.
Statement 2: Her score on the fourth test raised her average (arithmetic mean) test score from 87 to 90
If the score on the 4th test is a, then we can say
(87*3 + a)/4 = 90
=> a = 99 . Sufficient
Hence B) should be the answer.

Let t1,t2,t3 and t4 be Jane's respective results for four test
Statement 1. t4=12+((t1+t2+t3)/3) ==>not sufficient
Statement 2. ((t1+t2+t3)/3)=87 ==> (t1+t2+t3)=261. From this we have that ((261+t4)/4)=90. Hence t4=99. Statement 2 is sufficient
