A is clearly insufficient.

Regarding B : We have the Initial Average(Avg of 3 test), We have the Final Average(Average of 4 test). We need to find the score of the 4th Test. This was enough for me to select B. Didn't bother doing any further calculations .....

What was Janet’s score on the fourth physics test she took?

(1) Her score on the fourth test was 12 points higher than her average (arithmetic mean) score on the first three tests she took.
(2) Her score on the fourth test raised her average (arithmetic mean) test score from 87 to 90

Option (1), let average of first 3 tests be x. Thus, (Score)4 = x+12. NOT SUFFICIENT

Option (2), 87*3 =251, 90*4 = 360. Thus Score in 4th test = (360-251). SUFFICIENT

What was Janet’s score on the fourth physics test she took?

(1) Her score on the fourth test was 12 points higher than her average (arithmetic mean) score on the first three tests she took.

Score on 4th test = 12 + (total of 3 tests / 3)
No information available.
Clearly not sufficient

(2) Her score on the fourth test raised her average (arithmetic mean) test score from 87 to 90

Average of 3 test raised from 87 to 90
Mean of first three tests 87 = total/3 , that means total = 87×3 = 261
Mean of four tests = 90 .I.e. 90*4 = 360

4th test score = 360-261= 99
B is sufficient

Answer B
