I feel Question 3 should be No and Yes.
Even though the Q3 ROI was highest for Internet Advertising there is still no guarantee whether they will budget it the same way in 2011.
We were not provided any information about the investment per quarters other than it needs to be >20% for the investment to be considered for next year.

Seems a lot like assumption if we say "Yes" to the first option in Question 3.

@KarishmaB Could you please clarify this doubt for me?

We are asked about INFERENCE what could possibly happen based on the given facts
what can you figure out?

See in Q3 Internet has the highest ROI so its very much possible that seeing that Internet has helped a lot in Q3, they will expand their budget for the same.

It does not have to be true, but it still be possibly true

The assumption you make is that putting more money (increasing ad budget for internet) is gonna result in more returns. That may or may not be true. Maybe they are already investing so much that we have diminishing returns on further investment. We really cannot make any such inferences.

I am archiving this question for a few reasons. First, the wording is not precise. Second, MSR questions always have three statements, not two, so this is not representative of GMAT format. Finally, I recommend ignoring all questions from the McGraw-Hill.
