The question talks about "cost" in the stem, as if the cost each year was a single fixed value, but then about "average cost" in Statement 2, which suggests the cost is not fixed, and I'm not sure what to make of the different wordings used (if the price is not a single fixed value each year, the original question doesn't make sense). The past of 'cost' is also just 'cost', and not 'costed', except in some specialized situations..
Statement 1 is clearly not sufficient alone with no info about 2002, while from Statement 2 we learn the cost was multiplied by 2.5, which corresponds to a 150% increase, so Statement 2 is sufficient alone, assuming the phrase "average cost" was meant to be used everywhere.
