In similar line 21 is also satisfying

21- 9 = 12
117- 12 = 105
105 is divisible by 21

So I think the question is incomplete.

The question should either be what is the min value of x or the question should give option like both I and II kind of option

When 117 chocolates are distributed among x number of students, you are left with (x —9) chocolates. Which of the following could be the value of x?

A. 15

B. 18

C. 21

D. 12

E. None
Testing answer choices,

A. 15 => 15 - 9 = 6 chocolates left, can 117 - 6 = 111 be divided by 15? No

B. 18 => 9 chocolates left, can 108 be divided by 18? Yes! by 6

So x = 18

Answer B.
