When acquainted only with superficial evidence, a crisis manager tends to make a decision according to his or her gut instinct, which are not formally prohibited means of dealing with a crisis.

(A) which are not formally Plural verb "are" incorrectly refers to singular noun "gut instinct". Eliminate.

(B) which are not a formally Plural verb "are" incorrectly refers to singular noun "gut instinct". Eliminate.

(C) which is not a formally Correct answer. SVA error is eliminated and no new errors are introduced.

(D) which is formally not The adverb "formally" needs to modify the correct adjective, "prohibited". Eliminate.

(E) which is not formally The noun "...means..." requires an article "a" to precede it. Eliminate.
