The meaning conveyed is as follows.
The rates were raised. The postal officials predicted that this increase (in rates) would make further increase unnecessary.

It is the increase in rates, not the postal officials, that would make further increase unnecessary. And this is clearly done in D alone. E is wrong because absence of 'that' makes it a run-on, and also further rate increases seem to modify 'predicted'

"predict" => future tense in the past "would"
"they" is unclear and illogical => A, B are out
C is wrong.
