as per the meaning, both seem to be correct and follow the rules of GMAT. However, first sentence is clearer. higher the requirement, higher the bandwidth required.
As is mostly used for comparison. Here it is a consequence of something. so It does not suit as here. There is a good post on AS/Like in this forum, you might want to take a look at it.

'As' in the second statement is used to indicate simultaneous action. Hence the meaning is not same.
