While it was initially unclear whom was to blame for the assassination of Archduke Ferdinand of Austria evidence later surfaced that a terrorist group organized a conspiracy that led to world war .

B. While it was initially unclear to whom was to blame for the assassination of Archduke Ferdinand of Austria
C. While it was initially unclear who was to blame for the assassination of Archduke Ferdinand of Austria

Correct answer is C whereas it should have been A according to me , because whom is considered to be placed on object of the sentence, but answer suggest who which makes the terrorist group as subject
Just to explain by example
We always right " To Whom should I ask about my query"
Whom is used because its objective and receives the action whereas who is subjective and performs the action.
Help me with this confusion

Usage of who and whom can confuse best of grammarians...
But best way to answer - when to use 'who' and 'whom' is to put it like this....
Use 'who' when you address the nominative Case
Use 'whom' when you address the objective case

The nominative case (abbreviated NOM) is one of the grammatical cases of a noun or other part of speech, which generally marks the subject of a verb or the predicate noun or predicate adjective, as opposed to its object or other verb arguments.
The objective case is used for nouns and pronouns which function as objects.
--------------------------------------------------------------------------------------------------------
For example:
______ do you talk to? I talk to Ram----> here Ram is an objective case
So answer will be : Whom do you talk to?
_____ will play the match? Ram will play the match ----> here Ram is a Nominative case
So answer will be: Who will play the match?
I hope it helped.
Now apply the same to the question....
It will be very easy to pick option C.

hi,
you are correct that who is used as subject and whom as object....
in this sentence to , who is correctly placed as subject..
it reads : who was to be blamed? can be answered as "he was to be blamed."
so if u are getting struck in usage of who/whom....
follow a simple time tested technique.. place he/him instead of who/whom..
if he fits in... ans is who... :
if him fits in...ans is whom..
