Choices B to D have been poorly written : Past perfect HAD will always require past participle GAMBLED and not the infinitive GAMBLE.
So, if we take it to be gambled, then the reasoning for eliminating the choices will be.
Use of past perfect HAD :
two parallel actions - the Peace Pact of 1928 put an end...... and .....the Peace Pact of 1928
The non-underlined portion also points towards usage of simple past and also, we are not relating two events of past here.---- A contributed to B.
If-then :
HAD is wrongly used.
A is correct the way it is written.

Please clarify why they would forever drop would be better than they would forever be dropped in current context?
I drop means I drop something--> I am doer . I am dropped then action is done by someone. --someone is doer
In this context, Axis power would be dropped to 2nd tier.
Axis power would drop what? I think drop is transitive verb. As per meaning, Axis power would become 2nd tier then should it not be : Axis power be dropped?
Please suggest and share your opinion.
