X = widespread illegal copying of computer programs by attempting to change people's attitudes toward pirating
Y = software prices for decreasing the incentive for pirating
Z = the prosecution of those who copy software illegally

some + propose + noun/noun phrase,
+
others + suggest + noun/noun phrase

This is the parallelism.

one cannot suggest reduction of something
but
one can suggest reducing something

so only (E) makes sense out of C,D and E

Agree with Anand. Also 'for decreasing' is unidiomatic. 'to decrease' is better.

OA is (E). anandnk's explanation is perfect.

My question is that in (E) that last part "yet some are calling" doesn't seem to be parallel with the simple verb form of the previous two.
