IMO it is C.

Inspiring actually modifying the action in the preceding clause. Again , 'to overcome' is a better expression than 'attempt to overcome'

I am confused between B and C myself .
C makes a better sense ! I don’t understand why is B a better choice

With his sub-four minute mile Bannister broke a psychological barrier, inspiring thousands of others to attempt overcoming seemingly insurmountable hurdles.

A. inspiring thousands of others to attempt overcoming -- to attempt overcoming is unidiomatic

B. inspiring thousands of others to attempt to overcome -- inspiring is correctly used here as his breaking of barrier led to this effect and attempt to overcome is idiomatic

C. inspiring thousands of others to overcome --changes the meaning, his breaking of barrier didn't inspire to overcome but to attempt to overcome

D. and inspired thousands of others to attempt to overcome -- we don't need a conjunction here, its a cause-effect relationship
E. and inspired thousands of others to attempt overcoming -- same as option D

IMO the answer is B.
Please correct me if my understanding is wrong.
