will be indicates Certainity and could be indicates probability.

But thats not the trick here i believe..

As 'but' is used we need one more verb to differentiate from the earlier opinion and thats why ' think' appears.
Also there cannot be 'that' in the second phrase without being present in the first phrase.

Once we get this point, we are left with 2 options D and E.. among which D is best.

Definitely 'D'.
