Why not B?

It says it would make a few people happy, but would not increase happiness of others

Failing to make some people happy is fine--you could still increase overall happiness that way. However, if making one group happy made another group UNhappy, that might decrease the overall total. It's like saying that if you study SC, you will be more accurate and so your GMAT score will go up. We can't weaken that by saying that studying SC won't help you on quant; an increase is still an increase. However, if studying SC caused you to LOSE progress on quant, then it might not increase your GMAT score at all.

Well, I'd be careful about substituting one kind of figure for another. If we increase the total while also increasing the population, the average may not go up, but we'd still have met our goal. However, if we simply reduced the number of people (population control?), we might increase the average without meeting our goal of increasing the sum.

You can make changes to (B) only if you remove (D) from the options because (D) is the correct answer right now.
But to answer your question, if you do modify (B) this way, it will weaken the argument.
