My answer is (E). It took me 30 seconds.

Truth be told, I only scan the 5 options to pick (E) as the most natural answer. I did not spend much time reviewing other options.
(A) passive voice should better be avoided.
(B) See above.
(C) Better use verb (use) rather than noun (use) + Be + adjective.

I) "this", "these" are used as adjectives (or in some questions can replace complete clause) not as pronouns. - B, D OUT

II) It is always better to match Subject with Subject in the Dependent and Independent clauses. In this case, "people" in DC with "they" in IC will remove any ambiguity.

It is correctly referring to new information and them is also correctly used for people. So there is no pronoun ambiguity.
passive construction. I'm looking if there's any active voice in other options, if not then I'll pick A. Holding on to A for now.


(B) this is not used effectively always
used effectively always BY WHOM? by New Generation or the People. The real essence is missing. A is better option than B in that sense. Hence Out.

(C) its use by them is not always effective
used effectively and use not always effective both give a different meaning. while as per original question, the adverb *effectively* is rightly explaining the verb *used* Out.

(D) their use of this not always being effective
Use of *being* and very weird construction. A is so much better than this. Out.

(E) they are not always able to use it effectively
Correct. Active voice is used. no pronoun ambiguity. Hence E over A.

Not grammatically incorrect, but active voice in Choice E is preferred.

(B) this is not used effectively always
“This” should not be used as a standalone pronoun. The pronoun should be “it”. Also, placing "effectively" before "always" makes it seem like the former is an adverb for the latter.

(C) its use by them is not always effective
Passive voice is not ideal. Not sure if there's any other reason to eliminate it though.

(D) their use of this not always being effective
This needs to be an independent clause and a verb is missing. "This" should not be a standalone pronoun. The pronoun should be "It" instead.

(E) they are not always able to use it effectively

Correct. Voice is active.
