places when they vote, to curb potential fraud
places, when they vote to curb potential fraud

+1 for B.

A places when they vote to curb potential fraud -ambiguous meaning. Eliminate
B places when they vote, to curb potential fraud - Clear meaning. Hold
C places, when they vote to curb potential fraud - Incorrect Meaning. Eliminate
D places, when they vote, to curb potential fraud - Here "when they vote" is a dangling modifier as it cannot modify places (places do not vote). Eliminate
E places, to curb potential fraud by voting - Incorrect meaning.Eliminate

The big problem in this sentence is the meaning. Seemingly, only B is the correct intended meaning of the author.

Hi guys,
Can anyone cite a grammar rule making B correct ?
I don' think A has any grammar problem and it meanings is clear
"A proposed law would require people to bring photo ID to polling places when they vote, to curb potential fraud"
What is the Subject & function of the clause behind the comma ?

Request you to not to post answeres/queries/views in question window. This prevents us to analyze the question. The whole purpose of GMAT Club forums is wasted doing so.

places when they vote to curb potential fraud
places when they vote, to curb potential fraud
places, when they vote to curb potential fraud
places, when they vote, to curb potential fraud
places, to curb potential fraud by voting

In option (d), what does the " to curb potential fraud" modify?. In general, how do one identify the "subject" when there are two modifiers separated by comma?.

in D, ''when they vote'' is the modifier. The sentence core is ''A proposed law would require people to bring photo ID to polling places to curb potential fraud'' in D. Here, the law will be made so that people carry ID card WHEN they come to the polling station; law will not be made ''to curb potential fraud''. option A and D emphasize that 'law will be required to '' curb potential fraud''. So, A and D don't give the intended meaning.
