Official Explanation:

1. The number of workers in any group shown in the charts must be an integer. Assume there are X workers from 30 to 49 years old.
From Table 2, the groups are 0.08X, 0.22X, 0.28X and 0.42X. Start with the easiest value(X=100) to get 8, 22, 28 and 42 workers.

Can this number be decreased? Yes, if you reduce all the groups by the same proposition. The greatest common denominator is 2, so you can reduce these values in half(as a maximum) to get 4, 11, 14 and 21. So the minimum number of workers from 30 to 49 years old must be 50.

According to Table 1, 50 is 25% of the total number of workers(for the 30-49 group); the total number of workers is 200. The other three values in Table 1 are integers: 0.08x200 = 16, 0.23x200 = 46, and 0.44x200 = 88. Thus, the minimum possible number for Table 2 fits in Table 1 to make 200 as the minimum total number of workers.


2. Suppose the workers who have post-graduate or doctoral qualifications are only in age group 30-49. Table 2 indicates that they make 28% + 8% = 36% of that group. This group constitutes 25% of all the workers in the party. Thus, the minimum percentage is 25% of 36% = 9%.

I am OK with question number 1 and its explanation, But the diagrams are a bit of misleading for the purpose of question number 2.

The question is like that so yes it is little debatable. However explanation justifies it.

Group between 30-49 is 25% in table 1 which represents 100% of table2

1. i need to find out minimum
( key point: the minimum number should not come as fraction)
minimum value given = 200.
so 25% would be 50 people.
lets see if any fraction in table 2 with 50 as total value ( in table 2 all are even numbers) so 200 is our answer

2. post graduate = 28% + doctorate = 8% in table 2 is 25% of total workers mention in table1
doctorate = 8%
so total post graduate+ doctorate % = 36/4= 9%
B is our answer
