A university offered its students a reduced-cost bus pass for use on buses operated by the public bus company. The university paid the full fare to the bus company and sold the pass at a discount to students. After several months of use, however, the university's administration determined that the program was unduly expensive to administer and discontinued it. 'A' for me!
'D' comes close though. But for 'D' to come true, 'A' must be part of the premise.
'E' does not make sense to me. Students who were refused passes need not necessarily walk to work. They can bike for all we know!

for D : even if we consider that 'Students make up a significant proportion of the population in the city in which the university is located' we can't be sure that what % of these go to that particular university and what % uses the public bus facility.
