E is not correct because we can safely conclude from the argument that students stopped using buses. If they started walking or may be car-pooling is out of scope of the argument.

IMO- A,

A) Without the pass, many students stopped riding public buses-Correct.
B) Public buses are the only public transportation option for students- If public buses are the only transportation then the buses should not face losses.
C) The university could not afford to develop an alternate scheme for student transportation.-This does not explain why public buses should face losses.
D) Students make up a significant proportion of the population in the city in which the university is located-Does not explain why buses should face losses with the change in program.
E) After the pass was discontinued, most students began walking to classes-Out of scope.

with must be true or inference question. All choices 'can be wrong' or 'possibility' should be eliminated.

A) Without the pass, many students stopped riding public buses. => two last sentence of the premises prove it
B) Public buses are the only public transportation option for students. +> only is too strong, eliminate it
C) The university could not afford to develop an alternate scheme for student transportation. => Not mention the alternate scheme fro students transportation. Wrong
D) Students make up a significant proportion of the population in the city in which the university is located. => Students can play a large number of population, but they may be not large proportion if the city is really big. Wrong
E) After the pass was discontinued, most students began walking to classes. => They can use another public transportation.
