I don't feel like there's a major overall difference in prestige between these similarly ranked schools. Your friend should probably a) look at the recruitment opportunities in each school for his specific industry, focusing also on companies that are regional to the school. b) visit, to see where he fits.
William and Mary has a lot nicer weather and is a bit better located than Syracuse, so he might take that into consideration too
