First sitting was 690 Q40 V44.
This time around I walked out with a 670 Q46 V36. I little disappointed, but was happy about my improvement in quant.
Questions: I did not cancel my score (due to the increase in Quant). Should I cancel my score? How will an adcom view a decrease in GMAT from attempt 1 to attempt 2? Will it matter at all? Will they be able to see the improvement in Quant? If/when they see my scores, they will see both my 690 V44 and 670 Q46?
Thoughts: I will re-take the exam hoping to put together my best Q and V from past performances. Is this the right move?
Will I be ok applying to top 15 w current scores?

First off, both 690 and 670 are strong scores (they're both in the 85th to 90th percentile range overall), so either could be enough to get you into your first-choice School. As such, a retest might not be necessary. You're ultimately asking Admissions questions though, so you would likely find it beneficial to speak with an Admissions Expert about your overall profile. Any school you apply to will be able to see all of your scores. That includes your Quant and Verbal subscores. I know you didn't ask about this specifically, but I'll also mention - in case anybody's wondering - unlike some other standardized tests, the GMAT doesn't let you 'mix and match' your highest Quant and Verbal from different tests.
When you studied for your second attempt at the test, what did you do? I've seen a pattern like this before, and it often shows that the student focused almost entirely on Quant in hopes of bringing their Q score up, to the exclusion of Verbal. But Verbal is more important than a lot of people think - probably even more important than Quant, in some senses!
