1) "To" is to be followed by noun or verb, so A/B/C can be eliminated quickly.
2) In the hope of ending or with the hope of ending are interchangeable and acceptable in my opinion.
3) (E) uses infinitive with prepositional phrase hence not appropriate

(D) is my answer

to + V.ing is not correct structure (A, B, C eliminated)
with the hope of ... is preferable to in the hope to Ans: D

Can you elaborate more about this rule that infinitive with the prepositional phrase is inappropriate. I thought E was better than D as E shows the intent by using 'to'. IMO E seemed to be the best answer.

My analysis is as follows:

Bunuel
After meeting together near Mediolanurn in 313, Roman Emperors Constantine Augustus and Licinius Augustus issued The Edict of Milan in the hopes to ending years of internal religious strife and the persecution of minorities. The Edict expanded religious toleration and ordered the return of property confiscated from Christians, even if it had been subsequently resold.

A. in the hopes to ending ending isn't correct as the action is not continuing.
B. in the hope to ending ending isn't correct as the action is not continuing.
C. with the hope to ending ending isn't correct as the action is not continuing.
D. with the hope of ending ending isn't correct as the action is not continuing.
E. in the hope to end Corrects the problem with the rest of the answer choices. Also, doing something in the hope of achieving something is correct usage IMO.

Reasoning
1. "hope to ending" is wrong usage. "hope to end" is right. A,B,C eliminated
2. Between D and E- "with hope of ending" seems more appropriate usage here.

I'm not sure about the right choice, I picked E

to end vs to ending: to end is more appropriate. I also think we can use with the hope of gerund and in the hope of clause interchangeably.

In fact, I shared the stats of both usages in an attachment below.

Now, I realize I should have picked D. As hope to is not followed by a clause in option E.
