Answer A.Because of the following reasons:
1.)is in active voice unlike some passive voice options.
2.)the use of "have the capability" phrase is wordy and not needed in the sentence.
3.)is precise.

IMO A) .... have the capability is redundant so B) and E) goes. C) and D) are not parallel.

Parallelism check - a new type of jet engine is being tested that could …. Propel or …could help….

A. tested that could eventually propel aircraft anywhere in the world within two
hours or help
B. tested that could eventually have the capability of propelling aircraft anywhere in
the world within two hours or to help [Not parallel]
C. tested, eventually able to propel aircraft anywhere in the world within two hours,
or helping [Not parallel]
D. tested, and it eventually could propel aircraft anywhere in the world within two
hours or helping[Not parallel]
E. tested, and it could eventually have the capability to propel aircraft anywhere in
the world within two hours or help [It – ???]
