"the least possible percentage increase in score" How can this be 0%?
IMO, Increase can be 0.000001% but can't be 0%(it will be called NO CHANGE, then).

Another possibility can be where, one was already correct and for another person was awarded 2 points.
Hence, Increase can be, for test 1, will be 2.22%.
Difference will be 6.25-2.22≈4%.

Good catch! I agree with you that 0% can't be considered an increase in score.

I think the question should phrase it as just a change in score, since no negative changes are possible and this would allow 0% to be included.
