Took 3 Minutes. Imo C is the answer.

A. The first explains circumstances that call the position taken by the author into question; the second holds factual information which contradicts that position.----> the first is not a circumstance that is called into question. Reject

B. The first provides a description of a certain factor that may weaken the argument's favored viewpoint; the second is that viewpoint.-------> First might be correct but second is wrong as its not the argument's favored viewpoint. second provides a reason or a goal to be achieved.

C. The first is a comparison formulated in order to establish grounds for the argument's conclusion; the second is the aim leading to that conclusion. Correct. First is definitely a comparison between the two types of bridges.Second is definitely an aim as 'it says in order to reduce xxxx'

D. The first is evidence in support of the position that the argument chooses to undermine; the second is the reasoning behind the questioning of that position. First is not a piece of evidence. It says 'would'

E. The first is a proposal that is supported by the position of the argument; the second is further evidence used to strengthen that proposal. First is not a proposal and its not supported by the position of the argument. The position of the argument and 1st bold faced sentence are in opposite directions.
