This is a Boldface Type question, in which you are required to define the role of the two boldface sections in the argument. Read the argument and break it down using indicative words:
- Sentences 1 and 2 are premises because they provide hard data including the first boldface portion which is a factual comparison of the prices of two kinds of pipes.
- The last sentence begins with the second boldface portion which is a goal of the plan preferred by the author. The phrase rightly plans tells us that this last sentence is the argument's conclusion based on that goal.
While this answer choice defines the first boldface part correctly, it defines the second incorrectly. The second boldface portion does not contradict the author's position, but instead supports it. The author's position in favor of constructing a bridge is indicated by the fact that he considers that the government's decision is right.

Confused between Opt E and C .
I eliminated E for this reason - second part of this choice states "further evidence used" . This isnt an evidence . Its an aim. Hence choose opt C .
