KAPLAN OFFICIAL EXPLANATION:



Start by choosing between lies, lie, lays, and lay. We need a singular, present tense, intransitive verb, so lies (A) is correct. (If you're not sure about the difference between lie and lay, look it up in the dictionary; the distinction is important in Sentence Correction.) Choices (C), (D), and (E) fail to observe parallelism: We have to say that the motivation lies in one thing instead of (or rather than) in something else.
