IMO its E.

Beside ambiguous "they" in D "will" implies surety which is wrong here.

Thanks guys. So 'will be' is correct because of the future tense?
As for the lack of clarity as to what 'they' refers to in the sentence... would the following be a suitable explanation?
Since 'to view' and 'to think' are in the infinitive form, they can share the same subject and do not each require a single antecedent.

follow the sequence of tenses:
for example :
He assures me (Present) he will come
He assured (Past) he would come.

here in our SC question:

we have "view" (present) -> "will" is the correct usage here
had it been "viewed"(past) -> "would" would have been the correct usage

so we can eliminate the choices B and E.

I am not very sure why we need think here :oops: . Maybe it is to show the uncertainty about the future safety.

can anyone please explain :?:

they is clearly making a reference to the international journalists (who were in the first place surveyed), and it is during their survey that "they think" that the power stations will or could be made safer

We need think because of parallelism: journalists view and think. "They" is correct because it comes after "power stations".

I do not like any of the choices. "They" is not clear in A, B, C and D. "would" is wrong in E.

Someone help please!!

I was undecided between D and E.

use of "think" is important to show that the journalists are conveying an opinion and this statement is not a fact. Consequently, the use of could is justified.

Finally the use of would is incorrect in answer E.
