You want to apply when your application is best and presents the best picture of your candidacy.If R1 is that time then go for it, if not then focus on R2. Most applicants apply R2 anyways so this is not uncommon. It is better to apply R2 especially if your GMAT is not where it needs to be so spend that additional time achieving your target score and creating a breakthrough application
