Applying to Oxford/Cambridge–GMAT 710, TOEFL 110 but 22 speaking score

Hello,
I have a sort of a "technical" question regarding applying to Oxford and Cambridge.
I think about applying in the third round (which is the next round, and which is due on January 11, 2019).
My GMAT score is 710 (48Q, 39V), and my TOEFL score is 110 (30R, 30L, 28W, 22S).
I know that Both Cambridge and Oxford have a formal minimum requirement of at least 25 points on the speaking section of the TOEFL.
So my question is, considering the fact that both my total TOEFL score and my GMAT score are pretty decent, how significant is it that I have scored only 22 on the speaking section? Will I have a chance to be admitted? Or would this score make them to categorically decline my applications?
I intentionally have not provided any information regarding my full profile, background and experience, because I wanted to concentrate on the strictness of this requirement on both of those schools.
