Any idea if it is good to apply for Round -3? I think this is the first time they have round 3?
What's the general idea of having this round? to look for Only exceptional candidates, if any or what?
The logic of asking this question is this- If they are fishing for only few exceptional candidates(740 GMATs or International experience etc etc) in the last round, the effort of submitting, asking for LORs, if any and finally getting rejected - the whole 9 yards, ain't worth it? instead apply for R-1? next year? because LORs don't come easy- it's a leverage you cannot waste easily

They look for exceptional candidates all times, but between applying and not applying, by not applying you are not even giving yourself a chance to compete. Forget what they look for, put your best foot me.

Well, that's obvious isn't it? If LOR are a concern, Ahmedabad doesn't ask for them.
And what IIM's look for, interview performance matters a lot. There are people with international exp / 740+ GMAT + diverse profile on waitlist of Ahmedabad. Some made it to the admit without changing a word in their application from past rejects.
I was just suggesting, if you think you are ready with your profile, try R3 instead of spending another year.
If you have flexibility to apply for R1 of the next year, you should absolutely wait. A previous poster is correct that if you don't take a shot you can't possibly score on the goal, but by opting for R3, you are making that goal much smaller and more difficult to obtain.
Admissions committee representatives, who are notoriously cagey about applicant strategy, are pretty much on the record for dissuading its candidates from applying in Round 3 if they can control it.
A great question and often under stressed one - the timing of your application. It is true that most applications are already in by the time Round 3 gets around. At the same time, this year is probably the best bet as not as many candidates would be applying.
Having said that, the decision points are - are you ready now and believe this year you have a great chance (recent promotion, great stories etc) or will the next year be better for your applications.
